Important Update: Changes to Driving Test Booking Rules from Spring 2026

At Geoff Capes Driving School, we’re committed to keeping you informed. The UK Driver and Vehicle Standards Agency (DVSA) has announced changes to how car driving tests are booked and managed, coming into force from spring 2026.

What’s Changing?

From later in spring 2026, the DVSA is introducing new rules designed to make the booking system fairer, reduce misuse, and improve access for learners.

Key Changes You Need to Know

1. Learners Will Book Their Own Driving Tests
Under the new system, only you — the learner driver — can book and manage your car driving test on the official GOV.UK service. Your instructor will no longer be able to make bookings or manage the appointment on your behalf.

2. Limited Changes Once Your Test Is Booked
Currently learners and instructors can make up to six changes to a booking. From 31 March 2026, this will be reduced to just two changes in total — including date, time, swapping your test with another learner, or changing test centre.

3. Test Centre Changes Are More Restrictive
When you move your test under the new rules, you’ll only be able to do so to test centres near your original booking location, instead of anywhere across the country.

What Counts as a “Change”?

Each of the following will use up one of your two allowed changes:

  • Changing the date or time of your test
  • Changing your test centre
  • Swapping your test with another learner who already has a booking

If you use both changes and still need to adjust your test, you’ll need to cancel and rebook — remembering that cancelling at least 10 full working days before your test will get you a full refund of your test fee.

Although instructors will no longer be able to book on your behalf, they will still play a crucial role in your learning and preparation. Instructors can continue to:

  • Manage availability for test dates through the DVSA online service
  • Block out unavailable times (e.g., holidays)
  • Set the hours they can take pupils to their tests
  • Ensure that when you use their personal reference number, the system only shows slots they can support you with

Our Advice for Learners

  • Only book your test when your instructor says you’re ready — this helps you avoid using up your limited changes unnecessarily
  • Choose your preferred test centre carefully the first time around
  • Plan realistically to reduce the need for future changes

These changes aim to make the system fairer for all learners — but they mean it’s more important than ever to think carefully before making a booking.
